What is IPEC?
The Innovation Procurement Empowerment Centre is a specialised initiative focused on creating new value in public sector by bringing in innovative solutions through procurement.
Our aim
We aim to empower councils and local authorities to embrace innovative procurement practices, driving positive regional and national strategic outcomes by doing things better, cheaper, faster, greener and safer for public authorities through market innovation.
To achieve this IPEC offers guidance, resources, and support in navigating the how innovative solutions can support procurement barriers. Our services include access to best practices, training programs, expert consultations, and networking opportunities designed to improve procurement strategies.
Through our partnerships with industry experts and stakeholders, IPEC facilitates the identification, evaluation, and implementation of innovative solutions tailored to the requirements of public authorities.

With the introduction of the Procurement Act 2023 we now have a framework for establishing the benchmark for excellence in procurement.
- Identifying the obstacles arising from procurement within the public sector.
- Creating a secure environment for sharing procurement failures, shifting away from a culture of blame towards embracing lessons learned.
The difference IPEC has made to date
Since it was created two years ago, IPEC has facilitated the implementation of innovative procurement practices across various councils and local authorities.
By fostering a culture of innovation and collaboration, IPEC has enabled public authorities to streamline processes, achieve cost savings, accelerate project timelines, reduce environmental impact, and enhance safety standards.
The centres efforts have resulted in tangible improvements in service delivery, infrastructure development, and overall operational efficiency within the public sector.
How to get involved
We provide innovation guidance, training, and shared learning to tackle the procurement barriers you encounter. We also run a funded annual cohort programme where we work closely with five local authorities to find innovative solutions to their specific procurement challenges and goals.
Additionally, we share insights open access learning through case studies to aid other local authorities confronting similar challenges.
